În conformitate cu prevederile art. 35 alin. (1) şi art. 36 alin. (1), (5) şi (6) din Legea nr. 334/2006 privind finanţarea activităţii partidelor politice şi a campaniilor electorale, republicată, cu completările ulterioare, şi cu Planul de control pe anul 2011, aprobat de preşedintele Autorităţii Electorale Permanente, precum şi cu notificarea misiunii de control, în perioada 11-28 octombrie 2011 s-a efectuat controlul finanţării Partidului Democrat Liberal - Organizaţia Judeţeană Ialomiţa pentru anul 2010.I. Constatări:Ca urmare a verificărilor efectuate asupra documentelor contabile puse la dispoziţia echipei de control s-a constatat că veniturile Partidului Democrat Liberal - Organizaţia Judeţeană Ialomiţa au fost obţinute din cotizaţiile membrilor de partid în sumă de 125.074 lei, donaţii în sumă de 29.185,90 lei şi dobânzi bancare în sumă de 0,43 lei.Contabilitatea este ţinută în partidă dublă şi se utilizează registrele contabile prevăzute de lege.Balanţa de verificare a fost întocmită conform prevederilor art. 22 din Legea contabilităţii nr. 82/1991, republicată, cu modificările şi completările ulterioare.Inventarierea generală a elementelor de patrimoniu a fost efectuată în conformitate cu Normele privind organizarea şi efectuarea inventarierii elementelor de natura activelor, datoriilor şi capitalurilor proprii, aprobate prin Ordinul ministrului finanţelor publice nr. 2.861/2009.S-a constatat faptul că Partidul Democrat Liberal - Organizaţia Judeţeană Ialomiţa a înregistrat în contul 704 „Venituri din lucrări executate şi servicii prestate“ venituri în sumă de 8.162,24 lei şi în contul 758 „Venituri din exploatare“ venituri în sumă de 420,00 lei, fapte care sunt în atenţia echipei de control care efectuează controlul de fond pentru anul 2010, control aflat în curs de desfăşurare la Partidul Democrat Liberal - sediul central.II. Recomandări:– respectarea prevederilor Legii nr. 334/2006 privind finanţarea activităţii partidelor politice şi a campaniilor electorale, republicată, cu completările ulterioare;

– organizarea procedurilor financiar-contabile în conformitate cu Planul de conturi pentru persoanele juridice care desfăşoară activităţi fără scop patrimonial;

– utilizarea formularelor pentru cotizaţii, donaţii şi alte venituri conform Normelor metodologice de aplicare a Legii nr. 334/2006 privind finanţarea activităţii partidelor politice şi a campaniilor electorale, aprobate prin Hotărârea Guvernului nr. 749/2007, cu modificările ulterioare.
