preturilor de decontare ale medicamentelor eliberate prin farmaciile cu circuit
deschis pentru tratamentul bolnavilor inclusi in unele subprograme de sanatate
din cadrul Programului national cu scop curativ, nominalizate prin Hotararea
Guvernului nr. 292/2007

In baza prevederilor:
- titlului XVII „Medicamentul", art. 851 din
Legea nr. 95/2006 privind reforma în domeniul sănătăţii, cu modificările şi
completările ulterioare;
- Hotărârii Guvernului nr. 292/2007 pentru aprobarea
programelor naţionale de sănătate în anul 2007;
- Hotărârii Guvernului nr. 1.841/2006 pentru
aprobarea Listei cuprinzând denumirile comune internaţionale corespunzătoare
medicamentelor de care beneficiază asiguraţii în tratamentul ambulatoriu, cu
sau fără contribuţie personală, pe bază de prescripţie medicală, în sistemul de
asigurări sociale de sănătate,
văzând Referatul comun al Direcţiei farmaceutice si
al Agenţiei Naţionale de Programe de Sănătate nr. E.N. 3.394 din 29 martie
2007,
în temeiul prevederilor:
- art. 140 alin. (2) lit. e) din Legea nr. 571/2003
privind Codul fiscal, cu modificările si completările ulterioare;
- Legii nr. 348/2004 privind denominarea monedei
naţionale, cu modificările şi completările ulterioare;
- Hotărârii Guvernului nr. 862/2006 privind
organizarea şi funcţionarea Ministerului Sănătăţii Publice,
ministrul sănătăţii publice emite următorul ordin:
Art. 1. - (1) Se aprobă
Lista preţurilor de decontare ale medicamentelor eliberate prin farmaciile cu
circuit deschis pentru tratamentul bolnavilor incluşi în unele subprograme de
sănătate din cadrul Programului naţional cu scop curativ, cuprinsă în anexa*)
care face parte integrantă din prezentul ordin.
(2) Preţurile din lista anexată constituie preţuri de
CaNaMed începând cu data de 1 aprilie 2007 şi se utilizează potrivit
reglementărilor legale în vigoare.
Art. 2. - Preţul de
decontare este preţul de vânzare cu amănuntul maximal cu TVA, care se
calculează pe unitate terapeutică pentru fiecare DCI, cod ATC, formă
farmaceutică şi concentraţie, şi este format din următoarele elemente:
a) preţul CIP din CANAMED utilizat la data emiterii
prezentului ordin, diminuat cu un procent de 5%;
b) pentru medicamentele româneşti adaosul de
distribuţie este de 7,5%, iar pentru medicamentele din import este de 12%;
c) adaosul pentru farmacie de 1,5%;
d) TVA 9%.

Art. 3. - La
determinarea preţului de decontare conform art. 2 s-a utilizat cursul valutar
comunicat de Banca Naţională a României în ziua de 23 martie 2007.
Art. 4. - (1)
Prescrierea medicamentelor antidiabetice de tip insulina, a medicamentelor
specifice pentru starea posttransplant şi a medicamentelor oncologice specifice
tratamentului în ambulatoriu se fac pe denumire comună internaţională (DCI), denumire comercială, formă
farmaceutică şi concentraţie.
(2) Medicamentele menţionate la alin. (1) se prescriu
pe reţete distincte.
Art. 5. - Farmaciile cu
circuit deschis eliberează medicamentele care fac
obiectul acestui ordin la preţul de decontare prevăzut în anexă, numai pentru
tratamentul bolnavilor incluşi în unele subprograme din cadrul Programului
naţional cu scop curativ.
Art. 6. - (1)
Medicamentele utilizate în unităţile sanitare cu
paturi pentru tratamentul specific al bolnavilor cuprinşi în subprogramele
„Tratamentul bolnavilor cu diabet zaharat", „Tratamentul bolnavilor cu afecţiuni
oncologice" şi medicamentele specifice necesare tratamentului bolnavilor
transplantaţi în perioada spitalizării se achiziţionează de către acestea la un
preţ care nu poate depăşi preţul de decontare aprobat prin prezentul ordin.
(2) Achiziţia medicamentelor pentru tratamentul
specific din cadrul subprogramelor menţionate la alin. (1) se realizează de
către unităţile sanitare care derulează astfel de subprograme începând cu 1 mai
2007. Pentru luna aprilie 2007, medicamentele specifice pentru subprogramele
„Tratamentul bolnavilor cu diabet zaharat" şi „Tratamentul bolnavilor cu
afecţiuni oncologice" se asigură de Casa Naţională de Asigurări de
Sănătate pe baza actelor adiţionale la contractele derulate în anul 2006, în
condiţiile alin. (1).
Art. 7. - Direcţia
farmaceutică, precum şi celelalte direcţii din Ministerul Sănătăţii Publice,
Casa Naţională de Asigurări de Sănătate, autorităţile de sănătate publică
judeţene şi a municipiului Bucureşti, casele de asigurări de sănătate,
operatorii economici importatori şi distribuitori, Compania Naţională „Unifarm"
- S.A. şi unităţile sanitare publice şi private vor duce la îndeplinire
prevederile prezentului ordin.
Art. 8. - Prezentul
ordin se publică în Monitorul Oficial al României, Partea I.

Short version: hired the dark web ethical hacking and cybersecurity firm CyberH4cks. com paid about $55k USD, never used a single file in court, still worth it.
Longer version: my ex was telling everyone (including the kids) that I cheated, that she was the victim, etc. Meanwhile I had suspicions but nothing concrete.
What made the military grade hackers at CyberH4cks different from local PIs was that they weren’t limited to Instagram screenshots and parking-lot photos. A lot of modern infidelity leaves digital exhaust in places most people never look encrypted comms, burner accounts, stuff that lives off the regular web. we eventually opened a case with them on telegram with cellphone number +1 551 414 8634 (@cyberh4cks)
They explained (in plain English) that some of that intelligence only exists in dark-web forums and data brokers you access via Tor / onion routing. Again they did that part, not me. I never even asked for the raw material. Didn’t want it.
All that mattered was that my ex found out an independent forensic team had already pieced together the timeline. After that? Completely different person. Cooperative. Reasonable. Quiet.
The kids stopped hearing nonsense. Divorce wrapped fast.
That’s what I paid for.
