    In temeiul art. 91 alin. (1) si al art. 99 din Constitutia Romaniei, precum si al art. 1 si 4 din Legea nr. 4/1991 privind incheierea si ratificarea tratatelor,

    Presedintele Romaniei decreteaza:

    Se supune spre ratificare Parlamentului Instrumentul de amendare a Constitutiei Uniunii Internationale a Telecomunicatiilor (Geneva, 1992) si Instrumentul de amendare a Conventiei Uniunii Internationale a Telecomunicatiilor (Geneva, 1992), semnate la Kyoto la 14 octombrie 1994.
