Sunt intru totul de acord cu cel care a comentat Decretul 282/15 si vreau sa mai adaug : cel mai usor este sa distrugi ceva ( firmele inchise acum ), insa un om destept trebuie sa dea solutii. In blocul cu bulina care are si firme, sunt si locatari. Legea ii protejeaza numai pe cei care au treaba cu respectivele firme,dar cu ceilalti ce face? Cine si cand consolideaza aceste cladiri? Cu cateva pe an nu s-a reusit decat distrugerea unor oameni care aduceau bani la stat, a creat someri si binenteles o degradare accentuata a spatiilor eliberate. Cu ce bani sa mai fie ele intretinute. Consider ca este o urgenta reabilitarea, dar concret sa inceapa de maine reabilitarea si nu inchiderea, desfiintarea.Legea sa fi dat si mijloacele necesare convingerii locatarilor sa fie de acord cu reabilitarea si ajutor concret material pentru lucrari.Asa cum amenzile se spune ca incep sa vina si consolidarea sa inceapa amediat.Va rog prin autoritatea pe care o aveti sa amendati aceasta lege, cum se cuvine.Multumesc!

Statul trebuie sa fie mai responsabil pentru cele 374 cladiri expertizate prin alte metode nu prin contraventii foarte mari.De exemplu :initiatorii acestei legi au analizat impactul social care va fi generat de aceasta lege( cresterea somajului;diminuarea veniturilor statului prin neicasarea la buget a impozitelor pe salarii,venit,asigurari sanatate ,somaj ,impzitul pe cladire,etc.).De asemenea stiu care este bugetul aprobat de guvern pentru consolidari ,persoanelor fizice proprietari de imobilele expertizate si cat dureaza depunerea actelor la primarie,aprobarea acestora licitatii si apoi consolidarea efectiva ( cel putin 4-5 ani).Cu bani alocati de guvern si in ritmul acesta cati an trebuiesc pentru consolidare ( PROBABIL 50-100 ANI).S-a facut un calcul cate persoane poate salva aceasta lege prin inchiderea spatiilor comerciale de la parterul acestor cladiri,si cate sunt condamnate sa traiasca in aceste cladiri si sa moara la un cutremur ( un calcul simplu 374 cladiri X MINIM 100 persoane =......? Initiatori stiu ca cei care traiesc si desfasoara activitati in aceste cladiri nu pot face nici macar ASIGURAREA OBLIGATORIE A LOCUINTEI DE 20 euro.Mai bine ar fii facut un proiect de lege care sa creeze fonduri pentru consolidare;De exemplu accesarea de fonduri europene,sau dupa modelul german care are impozite suplimentare pentru dezvoltarea fostei RDG;DESPAGUBIRI CATRE statul ISRAEL. Crearea unui fond de solidaritate prin marirea impozitului pe profit cu 1% acesti bani fiind alocati pentru conslidari la care se aduga si bani de la guvern plus accesare de fonduri europene.IN ACEST MOD SE POATE URGENTA CONSOLIDAREA CLADIRILOR NU PRIN INCHDEREA DE ACTIVITATI COMERCIALE,CULTURALE SI AMENZI ENORM DE MARI. PRIN ACEASTA LEGE nr. 282 STATUL FUGE DE ORICE RESPONSABILITATE FATA DE CETATENI SI ARUNCA ACEASTA RESPONSABILITATE CATRE NIMENI .INCA O DATA SPUN CA INCHIDEREA UNOR SPATII NU CONSOLIDEAZA ACESTE CLADIRI.
