Nr. 258 din 8 aprilie 2003
pentru aprobarea Normei sanitare veterinare privind conditiile de sanatate
animala si de sanatate publica, precum si certificarea veterinara pentru
activitatile de import de carne tocata si carne preparata din tari terte
ACT EMIS DE: MINISTERUL AGRICULTURII, ALIMENTATIEI SI PADURILOR

In temeiul prevederilor art. 31 alin. 1 din Legea sanitara veterinara nr.
60/1974, republicata, cu modificarile si completarile ulterioare,
in baza Hotararii Guvernului nr. 362/2002 privind organizarea si
functionarea Ministerului Agriculturii, Alimentatiei si Padurilor, cu
modificarile si completarile ulterioare,
vazand Referatul de aprobare nr. 150.273 din 14 ianuarie 2003, intocmit de
Agentia Nationala Sanitara Veterinara,
ministrul agriculturii, alimentatiei si padurilor emite urmatorul ordin:
Art. 1
Se aproba Norma sanitara veterinara privind conditiile de sanatate animala
si de sanatate publica, precum si certificarea veterinara pentru activitatile
de import de carne tocata si carne preparata din tari terte, prevazuta in anexa
care face parte integranta din prezentul ordin.
Art. 2
Agentia Nationala Sanitara Veterinara, institutele centrale de profil si
directiile sanitare veterinare judetene si a municipiului Bucuresti vor duce la
indeplinire prevederile prezentului ordin.
Art. 3
Agentia Nationala Sanitara Veterinara va controla modul de aplicare a
prevederilor prezentului ordin.
Art. 4
La data intrarii in vigoare a prezentului ordin se abroga orice alte
dispozitii contrare.
Art. 5
Prezentul ordin va fi publicat in Monitorul Oficial al Romaniei, Partea I,
si va intra in vigoare la 30 de zile de la publicare.

ANEXA 1
NORMA SANITARA VETERINARA
privind conditiile de sanatate animala si de sanatate publica, precum si
certificarea veterinara pentru activitatile de import de carne tocata si carne
preparata din tari terte
Art. 1
Prezenta norma sanitara veterinara stabileste conditiile de sanatate
animala si de sanatate publica, precum si certificarea sanitara veterinara
pentru importul de carne tocata si de carne preparata.
Art. 2
Importul de carne tocata este supus urmatoarelor conditii:
a) carnea tocata trebuie sa fi fost produsa in conformitate cu cerintele
stabilite la art. 3 si 7 din Norma sanitara veterinara privind conditiile
pentru producerea si comercializarea carnii tocate si a carnii preparate,
aprobata prin Ordinul ministrului agriculturii, alimentatiei si padurilor nr.
490/2002, publicat in Monitorul Oficial al Romaniei, Partea I, nr. 187 din 25
martie 2003;
b) carnea tocata trebuie sa provina dintr-o intreprindere sau din
intreprinderi care asigura garantiile prevazute in anexa nr. 1 la Norma
sanitara veterinara privind conditiile pentru producerea si comercializarea
carnii tocate si a carnii preparate;
c) carnea tocata trebuie sa fi fost congelata in intreprinderea de
producere sau in unitatile de origine.
Art. 3
Importul de carne preparata este supus urmatoarelor conditii:
a) carnea proaspata trebuie sa fie produsa conform cerintelor stabilite la
art. 5 si 7 din Norma sanitara veterinara privind conditiile pentru producerea
si comercializarea carnii tocate si a carnii preparate;
b) carnea preparata trebuie sa provina dintr-o intreprindere sau din
intreprinderi care asigura garantiile prevazute la anexa nr. 1 la Norma
sanitara veterinara privind conditiile pentru producerea si comercializarea
carnii tocate si a carnii preparate;
c) carnea preparata trebuie sa fie congelata in intreprinderea de producere
sau in unitatile de origine.
Art. 4
(1) Fiecare transport de carne tocata va fi insotit de originalul
certificatului de sanatate publica veterinara, numerotat, completat, semnat si
datat, compus dintr-o singura fila, fata-verso, in conformitate cu modelul
prevazut in anexa nr. 1.
(2) Fiecare transport de carne preparata va fi insotit de originalul
certificatului de sanatate publica veterinara, numerotat, completat, semnat si
datat, compus dintr-o singura fila, fata-verso, in conformitate cu modelul
prevazut in anexa nr. 2.
(3) Certificatele vor fi emise in limba tarii de origine, in cea a tarii
importatoare si intr-o limba de circulatie internationala.
Art. 5
(1) Autoritatea veterinara centrala a Romaniei, prin Ministerul
Agriculturii, Alimentatiei si Padurilor, poate adopta acte normative sau
prevederi administrative suplimentare, necesare prezentei norme sanitare
veterinare, pentru a asigura implementarea si conformitatea cu prevederile
acesteia.
(2) Autoritatea veterinara centrala a Romaniei va lua masurile
administrative si va sanctiona, potrivit legii, orice incalcare a prevederilor
prezentei norme sanitare veterinare.
(3) Atunci cand autoritatea veterinara centrala a Romaniei adopta
prevederile mentionate la alineatele precedente, trebuie sa se faca o referire
expresa la prezenta norma sanitara veterinara.
Art. 6
Anexele nr. 1 si 2 fac parte integranta din prezenta norma sanitara
veterinara.
